The U.S. Department of Commerce raised the final countervailing subsidy rate on hardwood and decorative plywood from China to 88.96% from the preliminary 81.34%, while retaining the dumping margin at 187.27%. The final determinations apply from July 21, 2026, according to the US Department of Commerce.
The increase in the subsidy rate amounts to 7.62 percentage points. The final 88.96% countervailing rate applies to 11 listed Chinese companies and all other Chinese producers and exporters. The department based the rate on facts available with adverse inferences after the mandatory respondents did not participate in the investigation.
The corresponding antidumping cash deposit rate, adjusted for subsidy offsets, remains 185.96%. The 187.27% dumping margin and the 185.96% deposit rate apply to producer-exporter combinations that received separate rates and to the China-wide entity.
If the US International Trade Commission confirms that the imports materially injure or threaten the domestic industry, the products could become subject to combined cash deposit requirements of 274.92%. The combined figure consists of the 88.96% countervailing rate and the 185.96% antidumping cash deposit rate.

The department also confirmed that critical circumstances exist in both investigations for specified Chinese producers and exporters. This finding allows suspension of liquidation to apply retroactively to certain imports entered before the preliminary determinations.
The product scope remains unchanged. It covers hardwood and decorative plywood and certain veneered panels, while excluding specified structural plywood, multilayered wood flooring, finished furniture, ready-to-assemble furniture, finished countertops and several other listed products.

The US International Trade Commission will make the final injury determination. An affirmative decision will allow the Department of Commerce to issue permanent antidumping and countervailing duty orders and resume countervailing cash deposit requirements for new entries. A negative decision will terminate the proceedings and result in the refund or cancellation of deposits and securities.The exports of plywood from China dipped 4% year-on-year in May.
